Singapore businesses rely on manpower agencies for everything from valet drivers and event crew to retail floor staff. The right partner reduces hiring risk, keeps operations compliant, and scales with seasonal demand. Not every agency delivers the same standard.
Before you issue an RFQ or sign a contract, use this guide to evaluate providers against the criteria that matter most for premium service environments.
Verify licensing and compliance
Any agency supplying workers in Singapore must hold a valid Employment Agency licence from the Ministry of Manpower. Ask for their licence number and confirm it on MOM's register. For traffic marshals and site-based roles, check that workers hold current safety certifications and that the agency can produce training records on request.
Insurance is non-negotiable. Your manpower partner should carry public liability and work injury compensation coverage. For driver and valet programmes, confirm whether vehicles in their custody are covered while staff are operating them.
Assess vetting and training standards
Request a clear breakdown of how candidates are screened: background checks, driving record reviews for chauffeurs, reference calls, and in-person interviews. Premium hospitality and automotive clients should expect uniform standards, briefing protocols, and role-specific training before deployment.
Ask for sample SOPs: how does the agency handle no-shows, late arrivals, or last-minute headcount changes? A mature provider will have backup pools and escalation paths, not ad-hoc scrambling.
Compare pricing models transparently
Manpower quotes typically bundle hourly rates, transport allowances, uniform costs, and management fees. Ensure you understand what is included versus billed separately, especially for overnight events, public holidays, and surge staffing.
The cheapest quote is rarely the best value. Factor in replacement guarantees, supervisor ratios, and the agency's track record with businesses similar to yours.
